With reference to the attached form, I have examin-
-ed Mr. S. H. Goodwin and find that he suffers from the following
defects;-
1.
Enlarged veins in both legs.
2. Flat foot.
Neither of these defects appear at present to trouble him but there
is great danger that his duties as a policeman will agravate his
condition and render him unfit for service in the near future.
Though he is not a man that I would pass under
ordinary circumstances, still as he has just arrived from England
where he was passed by the Ledical Adviser to the Colonial Office,
I do not feel justified in saying he is unfit, because it is quite
possible that he may hence suffer any inconvenience from these
defects and his veins could, of course, be operated on if they be-
-come varicose, though nothing can be done for the second defect.
I have therefore filled in his certificate as "fit"
but forward it to you for your consideration before he is sworn in..
